Documentation error for std::timer::sleep

The description for the first argument of the function is:

`iotask` - a `uv::iotask` that the tcp request will run on

I do not think that this is correct.

iotask - a uv::iotask that interacts with the uv loop

Is this correct?

libextra::timer and libextra::net_tcp are deprecated pending #6435.
