Prepare v0.10.0 releases

rand_pcg v0.10 could be published now, but we may as well wait.

I wanted to start putting together a crypto-common release today. Then we need a cipher release. So hopefully tomorrow or the day after that for chacha20.

I published what is hopefully the last chacha20 release candidate before a final release: v0.10.0-rc.11

RustCrypto/stream-ciphers#522

All of its dependencies are stable releases (though we plan to upgrade one, cpufeatures). Other than doing some clippy fixups, it should be ready to release.

Great. It tests fine against rand.

I'm still waiting for feedback on #1734. Either way, I'll aim to release rand tomorrow morning, then take a look at rand_distr.

This should be ready for the 0.10 release of both rand and rand_pcg.

Automated publishing failed because Cargo.lock had uncommitted changes:

I guess the lesson is that if Cargo.lock is checked into version control for a library, then a CI job should ensure that it remains unmodified by cargo check.
