Investigate Win32s support, episode II: OS/2 #53

This is a revival of #4, which was spammed out.

Initially I tried to avoid raising this issue once again, but a thought came to me today accidentally and I felt it deserved at least a public mention. So here it is: support for Win32s would also allow, up to some extent, porting for OS/2 - the first 32-bit OS of Microsoft, developed with their close participation and being a direct predecessor of the NT line (except for the kernel).

The full support for OS/2 target, albeit kinda appealing, is noticeably more difficult to implement because of very similar, but still quite different APIs and executable formats (NE/LE/LX instead of PE). In addition, I also suspect that it would be simply beyond the scope of this project.
