The aws-lc-rs, aws-lc-rs-fips and aws-lc-rs-unstable features no longer exist on main since the signature verification algorithms moved out to the rustls-aws-lc-rs and rustls-post-quantum crates.
The build+test matrix no longer includes a Windows host, so the Windows-gated step never runs, and aws-lc-fips-sys is no longer in the dependency graph on main.
Prebuilt NASM objects are only relevant when building aws-lc-sys on Windows, and the build+test matrix no longer includes a Windows host.
