Strazh v0.1.0 — Windows desktop build.

Repository Security Scanner: scans a local repo's declared dependencies, matches them against the OSV advisory database, generates advisory-based remediation guidance with NVIDIA Nemotron (via Nebius Token Factory), and can apply a local version bump to the declaring manifest (with Undo).
