Initial Release

This initial release of rv-script-utils contains a basic ScriptBase class that includes defaults I like for structlog and healthchecks.io ping checks. This is basic functionality I intend to include in scripts that I write.

More features may be added later, but I will strive to keep changes backwards compatible.
