MesenCE with MCP server

MesenCE built from the mcp branch, with the Model Context Protocol
debug server included (57 tools, Streamable HTTP on port 9100).

Enable it in the emulator: Debug menu -> MCP Server -> Start Server,
or set EnableMCPServer = true in settings.json.
