A native DeepSeek Harness plugin on agent/turn-stopping: a turn whose closing text states a verdict with no evidence — no citation in the answer and no verifying tool result in that turn — is held back and steered for proof. A pasted command transcript in a turn that called no tool at all is held with a sharper message.

Built and tested against harness 0.1.0-rc.8. The attached tarball is prebuilt, so installing from it skips the build-approval step.
