0.1.3 — context engine prototype + unified settings

  • rdsh context build/search/status/explain: rebuild per-turn context from local files (no vector DB).
  • rdsh settings show/path/init backed by $DSH_HOME/rdsh.json; native defaults (budgets, limits, ports, guard patterns, default profile, beta flags) follow settings unless flags are passed explicitly.
  • DSH settings sidebar gains an rdsh section (same design) via plugins/rdsh-settings.
  • rdsh context is beta-gated behind beta.context_engine.
  • Fixes: broken cd.yml packaging steps (releases build again), CHANGELOG markdownlint blanks.
