Fixes

• Allow batch imports from any agent directory named skills, including custom paths such as ve_hcs_agent/skills
• Allow selecting one skill directory directly below a skills root
• Match the skills directory name case-insensitively for Windows
• Keep arbitrary directories and filesystem roots outside the batch-scan boundary
• Return HTTP 400 instead of 500 for invalid batch source selections
• Update English and Chinese documentation for the revised directory rule
