Add 2026-07-11 end-of-simulation phase summary

Adds a single dated summary document that formally marks the cpp-vgoswec simulation phase complete. The note is repo-grounded and captures the validated plant foundation, final three-regime co-design findings, merged phase PR trail, consolidated issue-board state, and the handoff to the literature-review phase.

  • Records the issue-board consolidation to three open tracks:

  • States explicitly that simulation work is complete
  • Marks literature review / related-work verification as the new critical path
