Learn about vigilant mode.

This is pretty basic, but it works. This will run bare bones MicroPython v1.28.0-preview.186 REPL on UART2 at 1000000 baud (pins PB14 and PB13). It doesn't really do anything yet besides serial IO and builtins like basic integer math.
