As a delivery lead, I want the decision-record and discovery stages held to the same rules, so that scope the epic stage refuses does not enter through a neighbouring stage.

Acceptance Criteria

• Given a drafted decision record, when its invariants and risks are read, then each carries a provenance label in the same two-valued form the epic draft uses.
• Given a drafted discovery ticket, when it is read, then its content carries provenance labels in that same two-valued form.
• Given a drafted record or ticket, when any item labelled asked is checked, then its quoted fragment appears in the source text that stage was given.

Notes

This story adds no rule of its own and implements no check of its own. It loads the shared statement of the razor into two more drafting stages and invokes the same checker the epic gate invokes, against those stages' own drafts. That is why it is smaller than the stories that establish the rules and build the checker.
