CodexFold v0.4.0-beta.1

Periodic enrollment survives a real corpus: batches size themselves from
measured cycle cost, a refused pack build or an unroutable session no longer
leaves the store permanently unable to fold, and a mount probe that misses its
deadline is no longer reported as an outage.

205 sessions whose originals had been retired read back byte-identical to the
SHA-256 recorded at retirement: 666 MB, every JSONL record still parseable.
