v2.199.0 — E147: verify_roundtrip pairs cuts by window

Fixed

• verify_roundtrip pairs cuts by record window, not by index. One clip
  the export had lost used to shift every later cut by one and read as 48
  track/source/record mismatches on a real reel. Cuts now pair the way the
  changelist pairs them — same track and source, closest record position,
  each consumed once — so a clip the export lost is one missing (with its
  window), an export-only clip one extra, and a different shot in the same
  window a source mismatch found by window. count stays informational.
  On the real reel the bridge-timeline verify went from 57 mismatches to 19,
  every one of them the conform's own: the lost clip and the tail it
  shortened, the eye-matched re-conform onto other media, the reversed tail
  leader.

pairEvents is now exported from the editorial module for the verify to
share.
