Fixed

• stack doctor/stack setup no longer reinstall Caddy on every run. The
  check only tested bare PATH, not the pinned-tools-store fallback
  stack up already resolves Caddy through — so every run re-downloaded
  and re-extracted the ~49MB zip and printed warning: one or more checks failed, even when Caddy was already correctly installed.
