CI.md: reflect that required status checks are now live - #5

Branch protection required_status_checks now lists relay, keys-panel, and shellcheck-syntax (strict, deploy intentionally excluded - it can only run after the merge it would be gating). Also note the Codex review bot (chatgpt-codex-connector) interacting with required_conversation_resolution, since it blocked the very first CI PR here in a way that wasn't obvious from green checks alone. Small doc-only follow-up to #4:
deploy/CI.mddescribed adding the required status checks as a future step; that's now done (relay,keys-panel,shellcheck-syntax,strict: true,deploydeliberately excluded since it only runs after the merge it would gate).
