`v1.9.2` 🐘

Modules whose name contains a root module's substring (e.g. portal-weblogic-support contains portal-web) are no longer misclassified as root modules — this fixes phantom src entries in code, the wrong build strategy in deploy, exclusion from format and baseline, and similar issues across build-rest, build-service, jest and node-scripts
