scrape-diagnose v0.1.0

First audited release of the dependency-free CLI and Node 24 GitHub Action. It diagnoses direct public-page fetch failures and false-success HTML, performs a free browser-header comparison on 403 responses, and can opt into a preflight-budgeted ScraperAPI test with provider redirects disabled. Includes SPDX SBOM and SHA-256 checksum.
