v2.9.6 Build 022 — Full System Backup & Restore
Adds a one-click, same-machine disaster-recovery feature: Settings ->
Full System Backup. "Backup now" downloads a .zip snapshot of the
database, configuration, and certificates with zero service downtime;
"Restore from backup" validates and stages an uploaded snapshot, then hands
off to a new SYSTEM-level Scheduled Task that stops the service, takes an
automatic pre-restore safety snapshot, applies the restore, and restarts --
auto-reverting to that safety snapshot if anything fails partway.

Also fixes two installer bugs found live while shipping this release:
sc.exe's failure-action clearing step used a form this Windows build's
sc.exe rejects outright (now uses the literal none keyword), and a
back-to-back sc showsid lookup during install could silently return
nothing, leaving a Scheduled Task never created with no trace in the log
(now retried and logged). Separately, the new feature's own restore-progress
page could get stuck on "waiting..." forever if a single health-check
request stalled during the service restart window -- fixed with a real
timeout.
