Fixes

• Fixed issue where HUD Elements could not be scaled by using the Mousewheel
• Changed Behaviour of the Webhud toggle - now requires reboot

Steps to use

1. Install
2. Add -webHudUrl=http://localhost:8001 to your R3E Launch Options
3. Run ReHUD
4. Toggle Webhud Mode in the Settings
5. Toggle the Elements you want to use in the Layout Editor
6. Start R3E
7. Use your mouse to Drag and Drop Elements to the desired position
8. Enjoy
