The pr216 GOPACKAGESDRIVER fixture is a separate Go module that gets compiled at test time. Under sandboxed builds (e.g. Nix) only the root module's vendor cache is available, so the driver's deps must match the root's or 'go build' fails to find them. Bump driver to x/tools v0.44.0 and x/mod v0.36.0 to match root, and drop the blanket renovate.json ignorePaths so future bumps to the root also generate PRs against driver/go.mod.
