filesystem: stronger feature check. Add likely attribute example

C++17 filesystem has multiple compilers that define feature macro__cpp_lib_filesystem, but it's missing from their stdlib. This includes older versions of Cray compiler and NVIDIA HPC SDK. Now this repo tests more robustly at configure time so the filesystem example can be skipped instead of giving build failures on older compilers.
