fix: Use vim for config edit instead of respecting EDITOR env var

The toolkit config edit command runs as the _toolkit system user via sudo,
which doesn't inherit the user's EDITOR environment variable. This caused it
to attempt to use nvim/neovim which may not be available in the _toolkit
environment.

Instead, hardcode 'vim' which is universally available on Unix-like systems.
