Garbage or no signal - Tandy HX and Commodore PC10

Hi. Looking for help. I assembled a v0.3 board but can't get it to work.

Some details:

• I tested with both the HCT and LVC chips
• I used 1K and 470 resistors
• I used the jumpers
• I'm using a Pico 1

With the Tandy 1000 HX I just get garbage. With the Commodore PC10 I get no signal with the occasional blank screen for a second.

So looking for things too check to figure out why this is not working.
