no wheels for python 3.14

There was a run of this in September due to dependabot updates, but it didn't include 3.14-rc at the time.

cibuildwheel looks like it might need a version bump to support 3.14 as well based on the release notes - https://github.com/pypa/cibuildwheel/releases
