Dragging costumes/sounds around is laggy after back/forward gestures detected #2395

Expected Behavior
Dragging costumes, and backdrops should not be laggy.
Actual Behavior
Dragging sounds/costumes around is very laggy after Chrome thinks it detects a back/forward gesture (fast left or right swipe) when using a touchscreen.
Steps to Reproduce
Open a new project on a Chromebook with a touch screen, then drag a block around using the touch screen. Dragging the block too quickly left or right should make dragging very laggy.
