Default SVG is misaligned in the paint editor

Expected Behavior

The default SVG should look the same in the paint editor as in the stage.

Actual Behavior

As first discussed in scratchfoundation/scratch-vm#1840, the SVG paths seem to be misaligned in the paint editor.

Steps to Reproduce

Upload a broken SVG like this one (just need to unzip) as a sprite or a costume and then try to edit it in the paint editor.
