This PR implements SNIP-23.
It additionally fixes a bug in allowance whereby if allowance is increased or decreased after the previously provided allowance has expired, then the allowance didn't reset and the new allowance would be added or deducted from the expired allowance.
UPDATE 2021-05-27: We decided to shelve this SNIP for now. We explained the rationale in a comment in the SNIP PR. The bug fix will be included in a separate PR.
