-added MPU-401 intelligent mode emulation. On by default, without claiming an IRQ unless [midi] irq= is set in the .ini.
-MIDI output is now queued, so a slow MIDI interface or driver can't stall the capture side and lose bytes.
-added [midi] sysexdelay= for a synth that drops SysEx arriving too fast. Set to 0 by default.
-added [midi] irqforce= to claim an interrupt the busy-line check refuses. Off by default.
-the control panel shows the MPU-401 mode live along with MIDI stats, and [gui] mpulog=1 writes the same to C:\VOPL3\VOPLMPU.LOG.
-VOPL3.VXD is now GPL. The intelligent-mode engine is modelled on DOSBox's mpu401.cpp and bjt42's SoftMPU.
