Add sel4-deps for macOS, style the build_sdk now#579

Adds d519608 but for the macOS toolchain install. Also adds some of the sel4-deps like autopep8, which apparently was supposed to be happening with the seL4 style checker but never did because it wasn't installed. Oops. Signed-off-by: Julia Vassiliki <julia.vassiliki@unsw.edu.au>
