AtlasArc.io CI 1.1.0 adds an explicit, fail-closed way to adopt cycle governance in repositories that already contain cycle debt.

Highlights

  • Preview or write a deterministic cycle-debt baseline with baseline --config ... and baseline --write.
  • Create one exact REFERENCE-scoped DEBT decision per currently ungoverned cycle-forming reference.
  • Preserve existing governance records and prove the post-write evaluator result is clean before mutation.
  • Refuse incomplete, stale, unattributed, ambiguous, ignored, oversized, or concurrently changed evidence.
  • Disambiguate declaration/member evidence by reference ID while retaining module-ambiguity safeguards.
  • Provide the same planner API for integrations such as the AtlasArc.io for IntelliJ governance hub.
