feat: Add HTTP acks#2

Add an endpoint `/ack` which returns 200 and an empty body for http requests with any method. The web server listens on port 8080. Move files under cmd/roger for executables and internal/ for library files. Signed-off-by: Francesco Noacco <francesco.noacco@secomind.com>
