New leap api to open Build floater correctly and to set the tool:

pump=LLToolMgr
op=openBuildFloater

pump=LLToolMgr
op=selectTool
tool_name=Focus/Move/Edit/Create/Land

Also added toggleInstanceOrBringToFront to LLFloaterReg
