Summary

  • retry failed Streamable HTTP MCP startup on a later tool-list or step-binding boundary
  • keep recovery single-flight and backoff-bounded
  • prevent cancellation, shutdown, or a closed replacement client from becoming live binding authority
  • retain one-shot startup for stdio servers
  • add literal Streamable HTTP recovery and cancellation integration coverage
  • register the carry and its focused hosted guardrail

Upstream comparison

This is a narrow downstream carry. Recent upstream work covers cached optional startup, lazy subagent startup, OAuth reauthentication, and startup-status settlement, but not generic retry after an ordinary transient Streamable HTTP startup failure on this downstream base.

The partial resource-catalogue work from the earlier local candidate is intentionally excluded.

Validation

Hosted validation only. The focused codex.mcp-tool-exposure-targeted lane now includes the new deterministic lifecycle tests and both Streamable HTTP integration tests.
