Upstream comparison
This is a narrow downstream carry. Recent upstream work covers cached optional startup, lazy subagent startup, OAuth reauthentication, and startup-status settlement, but not generic retry after an ordinary transient Streamable HTTP startup failure on this downstream base.
The partial resource-catalogue work from the earlier local candidate is intentionally excluded.

Hosted validation only. The focused
codex.mcp-tool-exposure-targetedlane now includes the new deterministic lifecycle tests and both Streamable HTTP integration tests.
