v0.6.1
A fix release on the event bus and the attribute budget. Nothing new to configure.
Restarts are the main fix. incident_created now fires after the alert's entity has written its state and carries entity_id, so a popup automation can read the entity straight from the event (#249). A restart re-validates the alerts it already knew instead of re-firing incident_created for each one (#250). It waits for a real fetch before deciding what's gone (#252), and no longer re-announces an ending the feed still publishes (#257).
Also in: the payload budget keeps a 291-area ECCC advisory under the recorder limit by leaving geocodes out of the recorded set and cutting the area list before the text (#245). WA hazmat warnings with no tier now rank by CAP severity under the alert-level floor (#242). The repairs platform loads on the declared HACS floor of 2026.4.3 (#261).
Same code as 0.6.1-rc.1, only comments and docs moved since.

- Fire incident_created once the alert's entity is registered (#253) (closes #249)
- Count only fetch-backed reconciliations toward boot grace (#254) (closes #252)

- Load on the declared HACS floor, and test that floor (#261)
