0.3.0 — Reported model usage / Bildirilen model kullanımı

Pulse now records optional provider-reported token usage through recordUsage, independently of MCP handler observations and Pulse Cloud. Standalone core works with memory/JSONL without MCP, a model-provider SDK, account or key.

Usage events carry safe labels and numeric input/output plus optional cache/reasoning subsets. Missing stays null; each model invocation is recorded once. Async tool scopes correlate local usage. Custom exporters must narrow the new event union, and collectors must adopt the updated schema plus subset comparisons before usage is enabled.

Validation: 216 tests and 106 clean packed-consumer commands on each supported Node runtime (24.11.1/24.20.0); exact-source GitHub CI passed. All three MIT packages align at 0.3.0 with unchanged pinned third-party dependencies. Publication and clean registry consumer evidence are recorded in BUILD_STATUS.md.
