Completes the executable order-30 compatibility boundary:

• canonical protobuf text encoding supports both project and file contexts;
• dsl2coru protobuf helpers are direct aliases;
• one conformance matrix covers all six legacy/canonical namespace pairs.

Validation: 65 tests, Ruff, compileall, governance, repo-scoped overlap, Docker Compose and diff checks pass.

The branch intentionally leaves integration-owned documentation and Draft PR #101 unchanged.
