feat: GbE region parsing + PCI option-ROM detection & extraction

- gbe: new module + 'gbe' subcommand — LAN NVM banks, MAC, checksum
  (sum==0xbaba) active-bank selection, and Intel controller device-ID
  decode (I217/I218/I219, 82577/82579). Accepts a full dump or a bare
  flashregion_3_gbe.bin.
- descriptor: parse FLREG3 (GbE) with absence-aware decoding.
- bios: detect legacy 55AA/PCIR option ROMs (video BIOS) in raw and
  decompressed content; 'bios --extract-roms <dir>' writes them out.
- README + tests; bump to 0.2.0.

Validated on real dumps: NUC/ThinkPad GbE, Apple iMac/MBP AMD VBIOS.

ci: add release workflow (Unix targets, no Windows)

Manual workflow_dispatch release: builds native tarballs for
linux x86_64/aarch64 and macOS aarch64/x86_64, strips binaries,
attaches sha256 sums, publishes a draft GitHub release.
