Two-Lens AI Maturity Assessment

Methodology 1.0.0, 21 October 2026. Experimental PALO rubric, complementary to BCG's national AI Maturity Matrix. Its 22 questions assess one named organization, institution or system. It does not reproduce BCG scores or rank countries.

Six questions cover deployment capability. Sixteen cover institutional capability, delegated authority, observable behaviour and verifiable evidence. Existing PALO Assessment Path remains the entry point for risk and governance routing.

For every capability, record a declared ordinal level from 0 to 4, supporting evidence type, retrievable reference, reviewer, observation date, review deadline and limitations. The module caps claims at the evidence type and leaves missing, expired or out-of-scope evidence unresolved. Complete domain profiles use the lowest supported level; there is no blended trust score.

Evidence coverage describes usable metadata. The browser does not retrieve references, authenticate reviewers or verify the truth of evidence. Assessment completion provides neither certification nor deployment authorization. Empirical pilot validation remains open.

Working with a profile

  1. Name the scope, owner, boundary and observation window.
  2. Review the five domains and critical gaps.
  3. Save locally or export JSON/Markdown.
  4. Optionally attach a draft snapshot to the current Case File. Existing case content is preserved.
  5. Compare only explicit historical profiles with matching scope and catalog and a later observation window. The synthetic example always remains labelled synthetic.

PolicyWatcher observations may inform supplier and policy-change review. They do not automatically establish applicability, control effectiveness or approval.
