Update ruby deps to fix CI failure

The motivation for this dependency update is the following error in CI:

Downloading tzinfo-2.0.6 revealed dependencies not in the API or the lockfile
(concurrent-ruby (~> 1.0)).
Either installing with `--full-index` or running `bundle update tzinfo` should
fix the problem.
Error: The process '/opt/hostedtoolcache/Ruby/3.1.2/x64/bin/bundle' failed with exit code 34
