Add expectations for making pull requests to CONTRIBUTING.md

My main objective is to try to discourage low-effort AI generated pull requests. But I realized several of the guidelines were actually more general, so made the section as a whole more general.

Thank you. This seems like a good start to me.

We recently put this policy in place at my day to day job: https://github.com/astral-sh/.github/blob/main/AI_POLICY.md. One aspect that you might want to include is the "AI should not be used to generate comments when communicating with maintainers" aspect.
