Updating the url to the last active version and use the archive url to avoid 404 errors when a new version is released.

We should also consider changing the pdfbox-app url to the archive version, similar to the version comvidnet has provided for tika in this pr. https://archive.apache.org/dist/pdfbox/2.0.26/pdfbox-app-2.0.26.jar Thanks all for your hard work!! |

@comvidnet This PR is in v2.6.7 release. @abowcut I have changed the vendor URL for pdfbox-app to use the archive version and is in the v2.6.7 release. |
