Initial release of Shellroute Run for GitHub Actions.

Run a trusted shell command through a Shellroute country route from a workflow.

• Required inputs: country, command, and api-key.
• Optional version input defaults to Shellroute CLI 0.1.6.
• exit-code reports the routed run status.
• A routed run uses one metered Shellroute session.
• The current hosted verification covers GitHub-hosted ubuntu-latest.
• Programs must honor the supplied proxy settings for their traffic to use the route.
• Playwright browser traffic requires explicit browser proxy configuration.
