Rules that protect a boundary stay; rules that only create work are gone.

  • Agents stop less. Escalation is limited to a changed product outcome, a major approved design change, user authority, or an irreversible action. Everything else resolves from evidence and gets recorded.
  • Skills carry less. Each piece of guidance lives in one place, next to the agent that acts on it.
  • Unread artifacts are dropped. Fields and sections no consumer read are removed. Design evidence is unchanged.
