Corrected automated WinGet license metadata submission

We confirmed that WinGet displayed MIT for version 1.11.0, while the source for that release declares GPL-3.0-or-later. The submission workflow inherited metadata from an earlier manifest. Starting with 1.11.1, the corrected workflow uses the license declared at the target release tag.
