Fix two workflow usability issues without changing the project document baseline or adding process steps.

• Handle --help/-h and reject malformed baseline-script arguments before filesystem writes.
• Clarify on both runtimes that feature-record materialization runs only when a new record is needed; reuse and no-record work skip it.
• Add CLI regression coverage for help, invalid arguments, normal stage/apply, and repeated initialization.

Validation: all eight repository checks passed, including generated packages, adapter parity, workflow/fixture/template contracts, lifecycle links, and Markdown links.

Claude and Codex model smoke: no-artifact-typo passed file grading and correctly skipped materialization. Synthetic fixture has no login message implementation; both reported the gap and made no writes. This checks the record-preparation boundary, not application implementation.
