Fix macOS Docker build failures on Apple Silicon

Changes

  • Rust version bump: rust:1.82-alpine → rust:1.85-alpine in both mcp-sidecar and mcp-index Dockerfiles (fixes getrandom 0.4.1 / edition2024 build failure)
  • mcp-sidecar Dockerfile rewrite: removed hardcoded --target x86_64-unknown-linux-musl, adopted workspace-stub caching pattern, switched to alpine:3.19 runtime
  • mcp-sidecar build service: added as build-only service in docker-compose so MCP server images can resolve FROM mcp-sidecar
  • Envoy decoupled from mcp-index: removed depends_on — envoy handles missing upstreams gracefully (503) instead of failing to start entirely
  • .dockerignore: excludes target/, .git/, node_modules/, data/ from build context
  • OPA integration: added ext_authz filter to envoy config and OPA policy directory
