📦 Improvements

• Brought seo-forensic-incident-response and local-legal-seo-audit in line with strict validation by:
  • Adding ## When to Use sections.
  • Making descriptions concise.
  • Setting risk: safe.
• Regenerated catalog and index artifacts (CATALOG.md, data/catalog.json, skills_index.json, data/bundles.json, data/aliases.json, README.md) to include the new skills and keep counts in sync.
