Incorrect id tag text

From Nathaniel: Serval drafts have started incorrectly containing the ID of the source project, so when they get imported to a project, the ID marker is no longer correct.

According to Nathaniel's testing, this was probably introduced in https://github.com/sillsdev/serval/releases#release-docker_1.17.0.

Root cause: the fullName argument passed to UpdateUsfm is what gets written into the \id line (\id BOOK - {fullName}). Through 1.15.1, PretranslationService always passed the target project's full name, so drafts generated from a copy of the source book had their \id line rewritten to name the target project.

The refactor in #886 (shipped in 1.16.0, so slightly earlier than the 1.17.0 guess) changed this to:

fullName: isSource ? sourceSettings?.FullName : targetSettings?.FullName,

When a draft is generated from the source template — the normal case when the target book doesn't exist yet — this stamps the source project's name into the \id line, which is the reported symptom.

The fix is to always pass targetSettings?.FullName (currently at UsfmGenerationService.cs:308), restoring the pre-1.16 behavior.

Yep, that sounds right. This is kinda along the same lines as sillsdev/machine#421 where although we are using the source template, we really need to target-ize it.
